Matthew Rose is a founding partner of Donahue & Rose. He represents public and private sector clients in all aspects of local government law, including zoning, real estate and land use, economic development, and civil litigation. He currently serves as co-general counsel for the City of DeKalb and the Village of Rosemont, and as prosecutor for the City of DeKalb and the Village of Glenwood. He has also served as special counsel for several local governments in various corporate and litigation matters.
Matt’s litigation experience encompasses matters involving civil rights liability, police misconduct, tort liability, employee discipline, license revocations, pension liability, code enforcement, home rule authority, and zoning and land use. His litigation successes include appeals, bench and jury trials, arbitrations, administrative hearings, dispositive motions, mediations, and settlement conferences.
Matt’s transactional experience involves drafting and negotiating annexation agreements, economic incentive agreements, intergovernmental agreements, special service areas, tax increment financing districts, employee handbooks, real estate agreements, zoning approvals, contracts, ordinances, and resolutions. He regularly counsels his clients about licensing and code enforcement, parliamentary procedure, and compliance with the FOIA, Open Meetings Act, and Local Records Act. His successful development projects include drafting and negotiating the annexation and development agreements for the Facebook data center, Ferrera Candy manufacturing and distribution facilities, and Amazon warehouse distribution facility in DeKalb.
